ATTACHMENT A <br /> Hazardous Waste Facility Permit <br /> Naval Communication Station--Stockton <br /> Rough and Ready Island <br /> Stockton, CA 95203 <br /> EPA ID No. : CA2170024382 <br /> Z. DESCRIPTION OF FACILITY <br /> A. Ownership. Operations and Location <br /> Naval Communication Station--Stockton (herein after referred to <br /> as "the facility") owned by the facility, located on Rough and <br /> Ready Island in Stockton in San Joaquin County, has applied to <br /> the State of California, Department of Health Services (herein <br /> after referred to as "the Department" ) for a Hazardous Waste <br /> Facility Permit to store hazardous waste generated on-site in <br /> Building 804A . The operator of the facility is Naval <br /> Communication Station Stockton. The dimensions of this <br /> building are 80 feet by 40 feet. There are 10 separate storage <br /> cells located in this building. Three cells have a storage <br /> capacity of 8,380 gallons while 6 other cells have a storage <br /> capacity of 4,080 gallons. The polychlorinated biphenyls (PCB) <br /> storage cell has a storage capacity of 3,352 gallons. Oils, <br /> solvents , caustics , batteries , PCB contaminated items , <br /> oxidizers , acids , asbestos and water reactive waste are the <br /> hazardous wastes stored in this building. Each is stored in a <br /> separate cell. <br /> The design and construction of Building 804 A complies with <br /> state and federal standards and have been certified for their <br /> intended uses by an engineer registered in California. This is <br /> the only area on-site where hazardous waste may be stored over <br /> 90 days and PCB items stored over 30 days. <br /> B. Compliance With California Environmental Quality Act (CEQA) <br /> The Department of Health Services (DHS) Toxic Substances <br /> Control Program--Region One Regional Administrator has <br /> determined that these units are exempt from CEQA as per <br /> Section 15301, Title 14, California Code of Regulations (CCR) , <br /> because they are existing facilities. <br /> II. STANDARD CONDITIONS <br /> A. References and Terminoloev <br /> All parts in this permit are identified by Roman numerals. The <br /> items set forth in each part shall apply to the owner, operator <br /> and/or facility in addition to the items set forth in any <br /> preceding and/or following part of this permit.
