FORNIA ENVIRONMENTAL PROTECTION AGENCY <br /> PETE WILSON, Governor <br /> '.DEPARTMENT OF TOXIC SUB NCES CONTROL <br /> REGION I <br /> 10151 CROYDON WAY, SUITE 3 <br /> SACRAMENTO, CA 95827-2106 <br /> (916) 255-3622 <br /> March 27, 1995' <br /> Mr. Brad Beeman, Environmental Director <br /> Naval Communications Station, Stockton <br /> Rough and Ready 'Island <br /> Stockton, California 95203 <br /> AM M ED REPORT OF VIOLATION <br /> Dear Mr. Beeman: <br /> On April 4-7, 1994, an inspection was conducted of your <br /> facility at the Naval Communications Station (NAVCOMM) , Rough and <br /> Ready island, Stockton, by Mr. Tim Naprawa, representing the <br /> Department of Toxic Substances Control (DISC) . The purpose of <br /> the inspection was to verify compliance with applicable state and <br /> federal hazardous waste control laws. <br /> The original Report of Violation (ROV) mailed to your <br /> facility dated May 19, 1994, identified two violations. Since <br /> that time, additional information has been presented to DTSC; and <br /> therefore, Couilt 1 in the May 19, 1994, ROV is now rescinded by <br /> this letter.- Additional information is, however, required to <br /> resolve questions concerning the underground tank at Building <br /> 508; and a formal information request will be forthcoming from <br /> DISC. <br /> Theinspection revealed one violation of the California Code <br /> of Regulations (Cal. Code of Regs. ) , Division 4.5, Title 22 . The <br /> specific violation found is listed below: <br /> VIOLATION: <br /> 1. Title 22. Cal Code of Regs. , Section 66270.3 (a) : <br /> On or about April 4, 1994, NAVCOMM violated Title 22, <br /> Cal. Code of Regs. , Section 66270.-30 (a) in that NAVCOMM <br /> failed to comply with the following conditionsrof the <br /> Operation Plan (Part B Application) , to wit: Underground <br /> storage tanks at Building 707 had never been integrity <br /> tested. Pursuant to the approved operation plan, the <br /> underground tank storing hazardous waste was to be integrity <br /> tested annually.
