Testing and Maintenance of Equipment <br /> The Permittee shall test and maintain all facility communications <br /> or alarm systems , fire protection equipment, spill control <br /> equipment and decontamination equipment as necessary to ensure <br /> its proper operation in time of emergency at the facility. <br /> (40 CFR 264.33] <br /> 3. Access to Communications or Alarm System <br /> The Permittee shall maintain access to the communications or <br /> alarm systems specified in Section X.A of the Part B Application, <br /> as required by 40 CFR 264.34. Required Aisle Space <br /> The Permittee shall maintain aisle space as needed to allow the <br /> unobstructed movement of personnel, fire protection equipment, <br /> spill control equipment and decontamination equipment as required <br /> by 40 CFR 264.35. The Permittee shall ensure that emergency response <br /> arrangements with local authorities given in Section X.A of <br /> the Part B Application, as required by 40 CFR 264.37(a) , are <br /> updated annually. If local authorities refuse to enter into preparedness and <br /> prevention arrangements with the Permittee, the Permittee <br /> shall document this refusal in the operating record. <br /> [40 CFR 264.37(B) ] <br /> H. CONTINGENCY PLAN <br /> 1. Implementation <br /> Whenever there is a fire, explosion, or release of hazardous <br /> waste or constituents which threatens or could threaten human <br /> health or the environment, the emergency coordinator or his <br /> designee shall immediately carry out the provisions of the <br /> Contingency Plan as described in Section X of the Part B <br /> Application and as required by 40 CFR 264.56.
