ATTACHMENT A <br /> Hazardous Waste Facility Permit <br /> Naval Communication Station-Stockton <br /> Rough and Ready Island <br /> Stockton, CA 95203 <br /> EPA ID No. : CA2170024382 <br /> I. DESCRIPTION OF FACILITY <br /> A. Ownership, Operations, and Location <br /> Naval Communication Station-Stockton (herein after referred to <br /> as "Nav Comm") owned by Nav Comm, located on Rough and Ready <br /> Island in Stockton in San Joaquin County, has applied to the <br /> State of California, Department of Health Services (herein after <br /> referred to as "the Department") for a Hazardous Waste Facility <br /> Permit to store hazardous waste generated on site in Building <br /> 804 A.The operator of the facility is Defense Reutilization and <br /> Marketing Office. The dimensions of this building are 80 feet <br /> by 40 feet. There are 11 separate storage cells located in this <br /> building. Four cells have a storage capacity of 8,380 gallons <br /> while 6 other cells have a storage capacity of 4,080 gallons. <br /> The polychlorinated biphenyl (PCB) storage cell has a storage <br /> capacity of 3,352 gallons. Oils, solvents, caustics, batteries, <br /> PCB contaminated items, oxidizers, acids, asbestos and water <br /> reactive waste are the hazardous wastes stored in this building. <br /> Each is stored in a separate cell. <br /> The design and construction of Building 804 A complies with state <br /> and federal standards and have been certified for their intended <br /> uses by an engineer registered in California. This is the only <br /> area on site where hazardous waste may be stored over 90 days <br /> and PCB items stored over 30 days. <br /> B. Compliance With California Environmental Quality Act (CEQA) <br /> The Department of Health Services (DHS) Toxic Substances Control <br /> Division Chief has determined that these units are exempt from <br /> CEQA as per Section 15301, Title 14, California Administrative <br /> Code (CAC) , because they are existing facilities. <br /> II. GENERAL CONDITIONS <br /> A. References and Terminology <br /> All parts in this permit are identified by Roman numerals. The <br /> items set forth in each part shall apply to the owner, <br /> operators, and/or facility in addition to the items set forth in <br /> any preceding and/or following part of this permit. Unless <br /> explicitly stated otherwise, all cross-reference to items in <br /> this permit shall refer only to items occurring within the same <br /> part. <br /> -1- <br />
