5. Empty containers contaminated with hazardous materials <br /> shall be stored, handled, and processed as either <br /> recyclable materials or hazardous wastes. <br /> 6. The total amount of hazardous waste being stored at any one <br /> time in the storage area shall not exceed the designed <br /> capacity of the storage area at any one time. <br /> 7. Containers used for storing hazardous waste shall be in a <br /> condition such that the containers can be safely <br /> transported, handled, or moved. <br /> 8. If a container holding hazardous waste is not in good <br /> condition, or if it begins to leak, the owner or operator <br /> shall transfer the hazardous waste from this container to a <br /> container that is in good condition, or manage the waste in <br /> some other way that complies with the conditions of this <br /> permit. <br /> 9. Compatibility of Waste with Containers <br /> The owner or operator shall use a container made of or <br /> lined with materials which will not react with, and are <br /> otherwise compatible with, the hazardous waste to be <br /> stored, so that the ability of the container to contain the <br /> waste is not impaired. <br /> 10. Containment <br /> a. For all containment areas the owner or operator shall <br /> provide a spill containment system in accordance with <br /> the approved Operation Plan. Specifically, each <br /> hazardous waste storage area shall have a continuous <br /> base that is impervious to the waste stored and shall <br /> be designed and constructed so that any spills can be <br /> contained. <br /> b. In addition to the requirements of item a above, the <br /> containment system shall be constructed so that any <br /> surface water runoff can be contained, surface water <br /> runon can be excluded, and shall have sufficient <br /> capacity to contain ten percent of the volume of <br /> containers or the volume of the largest container, <br /> whichever is greater. The PCB contanment system shall <br /> have sufficient capacity to contain 25 percent of the <br /> volume of the containers or twice the volume of the <br /> largest container, which ever is greater. <br /> C. Spills, leaks, and precipitation shall be promptly <br /> removed from the containment area to prevent overflow. <br /> -9- <br />
