Defense Distribution- Region West (DDRW) currently leases <br /> building 707 at this station. An underground solvent tank <br /> associated with the spray cleaning booth at building 707 was <br /> recently removed. The excavation of the tank revealed solvent <br /> contamination in the soil underneath the building and potentially <br /> underneath the spray cleaning booth. The Naval Facilities <br /> Engineering Command, Engineering Field Activity West (EFA-West) <br /> has agreed, as stated in enclosure (1) , to clean the soil <br /> contamination at the site via the Installation Restoration <br /> Program. The site clean up by EFA-West does not include any <br /> decontamination of the spray cleaning booth which is covered <br /> under Resource Conservation and Recovery Act (RCRA) <br /> regulations . Any recently discontinued operations that involve <br /> the use of hazardous substances must be decontaminated in <br /> accordance with RCRA regulations . <br /> 2 . DDRW is requested to provide a RCRA closure plan for the <br /> spray cleaning booth and all other contaminated sites within <br /> building 707, such as the PCB decontamination area, that are no <br /> longer in use. The closure plan shall meet all requirements <br /> specified in enclosure (2) as well as all applicable Federal, <br /> State and local requirements . <br />
