Consent for inspection, sampling, and photographs was granted by Mr. Ed Machado (real-estate property owner). In the course of inspection, the sampling consent was withdrawn by Mr. Machado, and as such, no samples were collected on April 15, 2014. The inspection was conducted by Mr. Willy Ng and Ms. Elena Manzo, of the San Joaquin County Environmental Health Department (EHD). Inspection was performed on April 15, 2014, the checklist of findings was provided the same day; the full inspection report was mailed to the facility owner (s) on April 17, 2014. Class II Violation: 108. Two large stockpiles (one consisting of concrete rubble and ground -up concrete, and one consisting of soil) were observed onsite at the time of inspection. The concrete rubble stockpile was approximately 350' long by 140' wide and the soil stockpile was approximately 190' long by 80' wide, these stockpiles were approximately 2 to 8 feet in height. Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately make a hazardous waste determination; by May 18, 2014 submit a statement and supporting documentation explaining how this waste will be managed according to Title 22 hazardous waste regulations. Complete and submit a copy of the Return to Compliance Certification to the EHD by May 18, 2014 along with a statement documenting the corrective actions that have been or will be taken for above violation and any supporting paperwork. Provided: Return to Compliance Certification Form ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
