On September 18, 2003 Ground Zero was contacted by the Village West Marina manager, <br /> briefly informed of the situation, and asked to contact Mr. McDougall of Marina West <br /> concerning the case. In subsequent conversations, we were informed by EHD that a meeting had <br /> taken place on September 15 between Mr. McDougall and representatives of EHD and the <br /> District Attorney's Office. We were informed that EHD would not provide regulatory oversight <br /> of the cleanup and that a workplan should be submitted to the California Department of Toxic <br /> ' Substances Control (DTSC) for approval. The District Attorney's Office indicated verbally that <br /> every effort should be made to expedite investigation and cleanup, and in particular, any cleanup <br /> necessary to ensure that winter rains did not wash highly-contaminated soil over the levee bank <br /> ' into Fourteenmile Slough. <br /> ' 3.0 BASELINE SOIL SAMPLING AND WORKPLAN PREPARATION <br /> Ground Zero personnel inspected the site and collected thirteen soil samples on September 26, <br /> 2003 in order to obtain baseline information on the magnitude and the lateral and vertical extent <br /> of soil contamination. This information was then evaluated and a workplan for contaminated soil <br /> abatement was prepared. <br /> 3.1 Soil Sampling <br /> Paint chips were visually observed along a narrow strip of bare soil on the south side of the boat <br /> repair area. The suspected area of impact or "work area" was approximately 200 feet in length <br /> and 6-10 feet in width. The work area is bounded on the south by the levee bank, which is <br /> densely overgrown with blackberry bushes; on the north by asphalt paved parking; and on the <br /> east and west by untrammeled soil with a sparse cover of brush and blackberry bushes. Soil <br /> ' samples were collected from the surface and from depths of 3-inches and 6-inches below grade at <br /> three locations in the work area. The samples were identified by X, Y & Z coordinates: distance <br /> in feet east or west (E or W) of the zero point marked on the ground, distance in feet south (S) of <br /> the asphalt and by depth in inches. In addition, surface soil samples were collected at points <br /> approximately 20 feet east and 20 feet west of the edge of the work area. Samples were also <br /> collected from the levee face at two points south of the work area. Sampling locations are <br /> ' identified on Figure 2. <br /> The soil samples were submitted to State-certified GeoAnalytical Laboratories (FLAP No. 1157) <br /> for analysis of total copper using EPA Method 6010B. <br /> 3.2 Analytical Results and Distribution of Copper in Soil <br /> Copper concentrations in the samples ranged from 40 ppm to 41,000 ppm. Results are <br /> summarized in Table 1. <br /> 3 <br />
