TIP - 1 <br /> Appendix 3 <br /> Assessment Requirements for <br /> New Tanks holding non-RCRA wastes <br /> You have determined that the tank/system you are concerned with is subject to <br /> regulation as a new tank/system accumulating only non-RCRA wastes. These <br /> standards are the standards applicable to aboveground used oil and used antifreeze <br /> tanks. <br /> Assessment Standards: <br /> First Assessment: The first assessment of the tank/system integrity needs to <br /> occur prior to placing the tank/system into operation. <br /> Assessment effective term: Assessments are valid for five years. <br /> Assessment renewal: Not required if the tank/system has secondary containment <br /> that meets standards. If containment is not in place, or found not to meet <br /> standards, the assessment must be renewed annually. <br /> Assessment Contents: <br /> (1) Certification from an independent professional engineer. <br /> (2) An assessment of a new tank/system must include the following information: <br /> Tank configuration (i.e. horizontal), construction material and volume <br /> Material thickness and method used to determine the thickness <br /> Description of the system piping (materials, diameters) <br /> Description of any internal and external pumps <br /> A sketch or drawing of the tank, including the dimensions <br /> Age of the tank <br /> Description and evaluation of leak detection equipment <br /> Description and evaluation of corrosion protection equipment <br /> Description and evaluation of spill control or overfill equipment <br /> Description and evaluation of secondary containment for tank/system <br /> Characteristics of the wastes handled <br /> Description of any structural damage or inadequate installation or <br /> construction <br /> Results of leak test, internal inspection or other integrity testing (noting <br /> type of test performed) <br /> Estimate of service life of the tank <br /> Regulatory Reference: <br /> California Code of Regulations, title 22, section 66265.192, subd. (k) <br /> This tank/system is eligible for a one-time three-year exemption from assessments if <br /> granted by a COPA. <br />
