Forward Landfill Daily Facility Inspection Report <br /> Dear Mr. McClellon, <br /> I am writing on behalf of the Forward Landfill in response to the Local Enforcement Agency("LEA") <br /> Disposal Facility Inspection Report for the Forward Landfill for January 26,2018("Report"). The Report <br /> states that Forward violated Title 14 California Code of Regulations§20870 by accepting hazardous <br /> waste,approximately 9 tons,from the Union Pacific Railroad on November 13, 2017. <br /> The waste in question was lime mixed with soil and debris with a pH of 12.6,according to the laboratory <br /> sample received by Republic's Special Waste Approvals Department. Please note that the Special Waste <br /> Profile signed by the customer erroneously states the pH as being 12.8. <br /> The LEA's Report asks that Forward provide the LEA with correspondence describing what actions are <br /> being taken to correct this issue. Immediately upon receiving the verbal notification from the LEA that <br /> Forward had received the high pH waste in violation of§20870, Republic's Special Waste Approvals <br /> Department,which is responsible for pre-approving all special waste to be received at Forward, <br /> corrected its internal checklist instructions to state that any waste that is not aqueous having a pH <br /> less than or equal to 2 or greater than or equal to 12.5 when mixed with an equivalent weight of <br /> water is California Hazardous waste in accordance with 22 CCR 66261.22(a)(3),and that Forward Landfill <br /> is not authorized to accept such waste.
