The inspector observed a parts/ <br /> engine steam cleaning area next to the shop area. The steam cleaning area has a three <br /> compartment sump which has a sealed drain pipe. Liquid and solid oily waste is stored in the sump <br /> until disposal by a hazardous waste hauler. The collection sump is considered an underground <br /> storage tank as defined by California Health and Safety Code Section 25281(y)(1). <br /> Violation: <br /> California Health and Safety Code Section 25284(a)(1)—Except as provided in subdivision(c), no <br /> person may own or operate an underground storage tank unless a permit for its operation has been <br /> issued by the local agency to the owner or operator of the tank. <br /> Corrective Action: <br /> Immediately stop storing oily waste in the unpermitted UST. Remove the oily waste and <br /> dispose of as specified in Title 22 California Code of Regulations. <br /> In order to continue the steam cleaning operation, demonstrate that the three compartment <br /> sump is in compliance with the California Health and Safety Code and Title 23 California Code <br /> of Regulations. Contact the City of Stockton Municipal Utilities Department for their <br /> requirements regarding sewer discharge. <br /> Please be advised that failure to comply with the above noted corrective action may result in further <br /> legal action.
