Box 1728 ° <br /> Stockton, CA 95201 <br /> Dear Mr. Hickman: <br /> CLEANUP OF ILLEGALLY STORED HAZARDOUS WASTE DRUMS, McCORMICK & BAXTER, SAN <br /> JOAQUIN COUNTY <br /> After reviewing your August 10, 1983 submittal outlining procedures for removing <br /> the subject drums, we have the following comments and/or requirements: <br /> • The specific; procedures for spills section in the facility Operation Plan is <br /> not applicable to this situation. Alternately, each drum that contains any <br /> material (non-empties) shall be carefully inspected for acceptable condition <br /> for transport. Any drums in poor condition or leaking must be overpacked <br /> (with absorbent) before moving. Any leaked contents from the drums shall also <br /> be cleaned up and placed in acceptable drums for disposal. All drums shall be <br /> labeled, sampled, and recorded in the inventory log before moving. <br /> • Samples taken from each drum (before moving to the storage area) shall be ana- <br /> lyzed for pentachlorophenol, copper, chrome, and arsenic. If, after these <br /> analyses, the drum contents are still unknown, a determination by visual in- <br /> spection should be attempted. Any drum contents still not identified shall be <br /> chemically analyzed for definate identification. <br /> • The inventory log shall be completed (except for analysis data) for each drum <br /> before they are moved to the storage area. <br /> All other portions of McCormick & Baxter's August 10, 1983 submittal not included <br /> in the above are acceptable.
