ATTACHMENT A <br /> Hazardous Waste Facility Permit <br /> McCormick and Baxter Creosoting Company <br /> 1214 West Washington Street <br /> Stockton, CA 95203 <br /> EPA ID No. CAD 009106527 <br /> I. DESCRIPTION OF FACILITY <br /> 1. Ownership, Operations, and Location <br /> The McCormick and Baxter Creosoting Company, hereinafter called <br /> the owner or operator, operates a wood preserving facility for <br /> lumber used primarily by the construction and utilities industries. <br /> Hazardous wastes produced on site are primarily waste liquids or <br /> sludges containing either pentachlorophenol, ammoniacal copper, <br /> arsenic, creosote, or some mixture of each. High pH rinse waters <br /> containing pentachlorophenol, empty hazardous waste drums, lubri- <br /> cating oils, and storm-water runoff containing hazardous wastes <br /> are also produced on site. <br /> Sediment sludges from the 5 plant retort units, sludges and <br /> skimmings from the oily-waste tank, and intermittent wastes from <br /> the chemical handling areas are collected in 55-gallon drums and <br /> stored in the hazardous waste storage facility. This storage <br /> facility is covered and has a design capacity of approximately <br /> 9,000 gallons. The design and construction of the storage facility <br /> complies with applicable state and federal standards and has been <br /> certified for its intended uses by an engineer registered in <br /> California. <br /> The plant's oily-water treatment (evaporation and separation) tank <br /> receives condensate from the 6,000-gallon blowdown tank, condensate <br /> from 2 butane raw storage tanks, and the sludge from the 2 oil- <br /> water separator tanks (north and south) . The oily-waste tank is <br /> periodically pumped out, and the resultant wastes along with <br /> drummed hazardous wastes are transported to a Class I site for <br /> proper disposal. <br /> This permit addresses only the hazardous waste treatment and <br /> storage aspects of the facility. The storm wastes ponds will <br /> remain under interim status regulations. The issuance of this <br /> permit is contingent upon compliance with the Department's Director's <br /> Order and the Settlement Agreement with the owner or operator, <br /> both of which relate to the correction of hazardous waste contamina- <br /> tion problems on site. <br />
