CALIFORNIA REGIONAL MATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> 3201 "S" STREET <br /> SACRAMENTO, CALIFORNIA 95816 <br /> NOTICE OF PUBLIC HEARING <br /> and <br /> Notice of Application for Renewal of Waste Discharge Requirements <br /> (National Pollutant Discharge Elimination System Permit) <br /> for <br /> MC CORMICK AND BAXTER CREOSOTING COMPANY <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> McCormick and Baxter was issued an NPDES Permit 23 August 1974 and has applied for <br /> a renewal of that permit to discharge an average of 0.41 million gallons per day of <br /> cooling water and boiler blowdown into Mormon Slough, a tributary to the San Joaquin <br /> River. Domestic sewage and approximately 5,000 gallons per day of log spray runoff <br /> is discharged to the City of Stockton sanitary sewers. An average of 2,000 gallons <br /> per day of oily waste is discharged to holding ponds with final disposal to a suitable <br /> landfill site. The Company has installed a stormwater collection system. <br /> Effluent limitations will control toxic and hazardous substances, pH, and temperature <br /> of the discharge. Receiving water limitations will control dissolved oxygen and tem- <br /> perature in the San Joaquin River. <br /> Persons wishing to comment upon or object to the new permit are invited to submit same <br /> in writing to the Regional Board no later than 26 May 1980. All comments or objec- <br /> tions received prior to this date will be considered in the draft waste discharge <br /> requirements. If no objections are received, the Regional Board will issue discharge <br /> requirements after a public hearing which will be held as follows: <br /> DATE: 30 May 1980 <br /> TIME: 10:00 a.m. <br /> PLACE: State Capitol Building <br /> Room 2117 <br /> (12th between L & N Streets) <br /> Sacramento, California <br /> Interested persons are invited to attend the public hearings to express their views <br /> on the issues relating to the above waste discharge. Oral statements will be heard, <br /> but for the accuracy of the record, all important testimony should be submitted in <br /> writing. Oral statements should be brief to allow all interested persons time to be <br /> heard. <br /> The Board's proposed and existing requirements, related documents, and all comments <br /> and petitions received may be inspected and copied at the Regional Board office, <br /> 3201 "S" Street, Sacramento, California 95816, at any time between 8:15 a.m. and <br /> 4:00 p.m. , Monday through Friday.
