ARIto of California The Resources Agency, <br /> emor and um � �__ <br /> To Mr, Charles T.__Carnahan, Executive Officer Date: September 26, 1969 <br /> Central Valley Regional Water Quality <br /> Control Board <br /> 2424 16th Street <br /> Sacramento, California 95819 <br /> Fpm Department of Fish and Game <br /> Regional Manager,, Region II <br /> Subject: Suggested Requirements Change for McCormick and Baxter Creosoting Company, <br /> Stockton, San Joaquin County <br /> On April 6, 1969 a fish kill occurred in Mormon Slough involving 1,000+ <br /> threadfin shad and about 250 each of catfish, striped bass, and perch. <br /> We sent you a copy of this report. <br /> At the time of the fish kill, a sump from McCormick and Baxter was over- <br /> flowing <br /> r- <br /> flo °ng and discharging wastes into Mormon Slough. Waste material from <br /> this sump normally discharges into the City of Stockton sewer line. <br /> Samples collected on Apria 6, 1969 at the time of the fish kill indicate <br /> that McCormick and Bauer were in violation of Item 5 of their discharge <br /> requirements which reads: <br /> "The waste discharge shall not cause concentrations of materials in <br /> the receiving waters which are deleterious to human, plant, animal <br /> or aquatic life." <br /> A bioassay toxicity test conducted on the discharge from McCormick and <br /> Baxter indicates this discharge was extremely toxic to fish with a 48 hour <br /> TLm of 0.032%. This means that one part sample water mixed with 3,125 <br /> parts dilution water will. kill 1/2 of the test fish in 48 hours. Pentachloro- <br /> phenol, <br /> eac ophenol, copper and zinc in the discharge exceeded levels known to be lethal <br /> to fish. <br /> In a toxicity test conducted on a water sample collected in Mormon Slough <br /> in the vic b ty of McCormick and Baxter discharge, all test fish were killed <br /> within 24 hours.
