CA0004472 WASTE DISCHARGE RE U l � QMcco AND BAXTER CREOSOTING COHPANY SAN JOAQUIN COUNTY The California Regional Water Quality Control Board, Central Valley Region, (here- after Board), finds that: 1. McCormick and Baxter Creosoting Company submitted a report of waste discharge, Corps of Engineers No. 075-OYR-2000174, dated 23 September 1971. 2. McCormick and Baxter Creosoting Company proposes to Jischarge an average of 0.41 million gallons per day of waste cooling water and bailer blowdown into Mormon Slough, tributary to the San Joaquin River, a water of the United States. Dis- charge 001 consists of a maximum of 252,000 gallons per day of cooling water from a creosoting operation and 2,500 gallons per day of boiler blowdown. Discharge 002 consists of a maximum of 200,000 gallons per day of cooling water from a cellon wood treating operation. Discharges 003, 004, and 005 are storm drains. All discharges are located in the southwest 1/4 of Section 10 (projected) , T1N, R6E, MDB&M. 3. McCormick and Baxter Creosoting Company proposes to discharge an average of 2,000 gallons per month of process wastes and washwater to 1Dlding ponds located on the plant site. Wastewater in the holding ponds is perioiically pumped into tank trucks and disposed of at a suitable site. 4. Beneficial uses of Mormon Slough and the San Joaquin liver are: domestic, munic- ipal, agricultural, and industrial supply; recreations esthetic enjoyment; naviga- tion; and preservation and enhancement of fish, wildlife, and other aquatic re- sources. 5. The Board on 15 June 1971, adopted the Interim Water .1kiality Control Plan for the Sacramento-San Joaquin Delta Basin. The Interim Basim Plan contains water quality objectives for the San Joaquin River. 6. Effluent limitation, national standards of performance, and toxic and pretreatment effluent standards established pursuant to Sections 3DI, 302, 303(d) , 304, and 307 of the Federal Water Pollution Control Act and amendments thereto are applicable to the discharge. 7. The discharge from McCormick and Baxter Creosoting Company is presently governed by waste discharge requirements adopted by the Board am 23 April 1965 in Resolution No. 65-44. 8. The Board has notified the discharger and interested agencies and persons of its intent to prescribe revised waste discharge requirements for this discharge and has provided them with an opportunity for a public hearing and an opportunity to, submit their written views and recommendations.
