Items 1-3(listed below)were <br /> observed missing. In addition, there were no available records documenting training given to any employee in <br /> handling scrap metal and metal fines and records showing what the training entails. <br /> Employee training records shall include: <br /> 1. the job title for each position at the facility related to hazardous waste management, and the name of each <br /> employee filling each job; <br /> 2. written job description for each position listed above; <br /> 3. written description of the type and amount of both introductory and continuing training that will be given to <br /> each person filing positions listed above; <br /> 4. records that document that the training has been given to and completed by facility personnel. <br /> The above information is required for each employee that handles a hazardous waste(including handling spills and <br /> handling metal fines). Training records on current employees shall be kept until closure of the facility. Training <br /> records on former employees shall be kept for at least three years from the date the employee last worked at the <br /> facility. Ensure that employee training is properly documented. Submit the training given to employees on metal <br /> fines, proof that the employees are being trained, and the above documents(1-3 listed above)for several <br /> employees. <br /> This is a repeat violation, Class II. <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> A pipe was observed with black fluid on it about to drip onto the ground. Directly below the pipe, a black liquid had <br /> built up on the ground. The wall and the wall panel were stained black. <br /> Saturated absorbent was observed underneath a machine with an absorbent pad thrown onto the satruated <br /> absorbent. According to the manager, both of the wastes were going to be treated as hazardous waste. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire,explosion, or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment. Immedialtey clean up the <br /> wastes, and manage them according to Title 22 hazardous waste regulations. Submit a statement and supporting <br /> documentation explaining how this waste was managed. <br /> This is a repeat violation, Class II. <br /> 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. <br /> During the inspection, a spill container was observed not maintained. All facility communications or alarm systems, <br /> fire protection equipment, spill control equipment, and decontamination equipment,where required, shall be tested <br /> and maintained as necessary to assure its proper operation in time of emergency.
