Delta Plating Inc. <br /> Inspection Report <br /> Page 2of4 <br /> Assessment Checklist dated May 19, 2004. The verification was performed <br /> through a walkthrough inspection; review of permits, reports and discussion with <br /> Mr. Jackson of the San Joaquin CUPA and Mr. Doug Baker Safety & <br /> Environmental Manager of Delta Plating on May 20, 2004. <br /> Facility Information: <br /> The Subject facility, located in the City of Stockton, is composed of several <br /> rooms and occupies land area of approximately 0.56 acre, the nearest residential <br /> is a cross street west side of the facility. The primary activities are repairing the <br /> damaged bumper followed by chrome plating. Mr. Baker explained to us than <br /> some portion of the wastewater is being recycled at the facility and reused in the <br /> plating operation. However, facilit did not file a recyclingexemption with the —r <br /> CUPA. All wastes generated in the plating room, are pumped irectly to the <br /> tesaw water treatment units behind the plating room where the waste is treated <br /> and discharge into the sewer. Record review indicated that facility was inspected <br /> as a generator by the local agency (CUPA). On November 18, 1993, the facility <br /> was cited for violation of illegal disposal of plating bath solution onto the ground <br /> by the CUPA. A sample was collected and the result indicated elevated nickel <br /> and copper levels. <br /> On June 22, 1995, facility filed for onsite hazardous waste treatment notification <br /> form to operate as a conditionally exempt small quantity treatment (CESQT) with <br /> DISC for its wastewater treatment unit. On March 5, 1999, CUPA informed the <br /> facility to upgrade its permit from CESQT to PBR due to increased volume of the <br /> wastewater treatment operation and treatment of cyanide. On July 31, 2003, <br /> Ms. Asha Aroura of DTSC Berkley office received a request from the facility to <br /> treat cyanide. Currently, CUPA has enforcement case against the facility and <br /> facility has stopped cyanide treatment. <br /> During the May 20, 2004, site visit DTS.0 staff identified two areas of concern; <br /> the main plating room and the wastewater treatment areas. I observed a several <br /> cracks on the floor with standing liquids from plating bath in the bermed area and <br /> second area of concern was in the wastewater treatment area which I observed <br /> stain and cracks on the floor. However, the phase I Checklist submitted by the <br /> facility on May 19, 2004 identified three Areas of Concern (AOCs); <br /> 1. Main Plating room <br /> 2. Wastewater treatment <br /> 3. Storm drain <br /> The storm drain area has been cleaned,checked and covered under the <br /> oversight of the CUPA according to Mr. Douglas. <br />
