CLOSURE COST ESTIMATE The California Code of Regulations requires owners or operators of Fixed Treatment Units which are authorized under Permit-by-Rule or Conditional Authorization to prepare a written estimate of the cost of closing each Fixed Treatment Unit at the point in the unit's operating life when the extent and manner of its operation would make closure the most expensive. A closure cost estimate is not required for Fixed Treatment Units which are authorized under Conditional Exemption. Please refer to the Closure Plan for a description of the steps taken to close each unit. The following conditions will be considered: 1 Facility operating at normal production. 2. Fixed Treatment Unit operating at full capacity. 3. Amount of untreated waste at a maximum. .4. Operator's own staff and/or equipment is used. 5. Salvage value that may be realized from the sale of wastes, facility structure or equipment, land or other facility assets. 6r® 6. All of the work that is proposed in the closure plan.-- 7. A 20% contingency cost for any unknowns or errors. All estimates will be adjusted for inflation by March 1 annually as specified in the regulations using the following equation: (latest closure cost estimate) x (latest inflation factor*) All estimates will be revised whenever a change in the closure plan increases the cost of closure. The Certification of Financial Assurance (Orm (formerly Form DTSC 1232_(8/9,6), formerly 8113 (1/96)) must be submitted iniVally,-annual4y,--and-afl!dr--a--ny revision. latest inflation factor is derived from the annual Implicit Price Deflator for Gross National Product as published by the U.S. Department of Commerce in its Survey of Current Business.
