Box 388 • Stockton, CA 95201-0388 <br /> 209/468-3420 <br /> June 21, 1995 <br /> DOUG BAKER, OPERATIONS MANAGER <br /> 818 S STANISLAUS STREET <br /> STOCKTON CA 95206 <br /> RE: MODIFIED NOTICE TO COMPLY FOR MAY 19 & JUNE 2, 1995 HAZARDOUS WASTE <br /> GENERATOR INSPECTION <br /> On May 19, 1995 Letitia Briggs, Senior Registered Environmental Health Specialist <br /> (REHS) , San Joaquin County Public Health Services-Environmental Health Division <br /> (PHS-EHD) performed a routine Large Hazardous Waste Generator Inspection with <br /> Doug Baker, General Manager Delta Plating Incorporated (DPI) . <br /> The following items are to be addressed by July 7, 1995 and a letter documenting <br /> action taken for compliance, plus the certification statement is to be submitted <br /> to PHS-EHD by July 21, 1995. the Thirty (30)_--days--from- <br /> r-o ice az—spec fied in-the Counties I Memorandum of n ers anding with CAL TeD <br /> 0 <br /> PREPAREDNESS AND PREVENTION <br /> #12. DPI is not maintained to minimize the release of a hazardous waste. (1) <br /> DPI floor sweepings have been characterized as hazardous by the California <br /> Hazardous Waste Laboratory in Berkeley, CA. Air flow carries floor <br /> sweepings from DPI's grinding and sanding rooms outside where it <br /> accumulates in the spaces between buildings and on the cement storage <br /> area. (A) Clean up the accumulation of sanding/grinding dust between <br /> buildings and on outside cement surfaces. (B) Prevent dusts from exiting <br /> the grinding/sanding room by frequent sweeping and blocking dust exits <br /> .`,CL,pkiFt0 (holes) . (C) Handle all floor sweepings as hazardous waste using <br /> appropriate personal protective equipment. <br /> -Z( 2) During the November 18, 1993 inspection, I gave Mr. Doug Baker an <br /> abatement notice concerning drag out wastes leaking out the plating room <br /> door. May 19, 1995 inspection photo (see photo 1,1)}-shows copper staining <br /> near plating room door. (A) Prevent plating room wastes from exiting <br /> plating room. <br /> #16. DPI has failed to maintain the spill control equipment. DPI's spill <br /> control equipment is located in unmarked, dusty boxes, in unmarked <br /> locations. One box is in the testing lab, and another box sits on top of <br /> a cabinet outside Mr. Bakers office (see photo <br /> #75.
