DRd� � � <br /> May 19, 1995 <br /> DOUG BAKER <br /> 818 S STANISLAUS STREET <br /> STOCKTON CA 95206 <br /> RE: REPORT OF VIOLATION AND SCHEDULE OF CORRECTION <br /> On November 18, 1993 , Public Health Services - Environmental Health <br /> Division (PHS-EHD) conducted an inspection of Delta Plating <br /> Incorporated (DPI) , in Stockton, California. As a result of the <br /> inspection, the following alleged violations of hazardous statues <br /> and regulations were observed. <br /> On May 19, 1995 a routine large hazardous waste inspection was made <br /> and a copy of the ROV was was given to Doug Baker, Vice President. <br /> The following corrections/additions to the November 1993 inspection <br /> are recorded in CAPITOLS. A second records inspection is scheduled <br /> for Friday, May 26, 1995. <br /> VIOLATIONS OBSERVED ON NOVEMBER 18 , 1993 : <br /> 1. California Health and Safety Code (CA H & S) , Division <br /> 20, Section 25189.5: <br /> DPI failed to dispose of floor sweepings from metal <br /> sanding and burnishing operations as hazardous waste. <br /> This is a repeat violation from the October 10, 1992 <br /> inspection. <br /> FLOOR SWEEPINGS FROM METAL SANDING AND BURNISHING OPERATIONS <br /> ARE BEING PUT THROUGH A SCREEN TO REMOVE LARGE PARTICULES. <br /> THE SWEEPINGS ARE THEN COMBINED WITH FILTER PRESS WASTE FOR <br /> SHIPMENT AS HAZARDOUS WASTE. THIS VIOLATION HAS BEEN <br /> CORRECTED. <br /> 2 . CA H & S, Section 25250.8: <br /> DPI failed to prepare a manifest for used oil prior to <br /> transfer to another transporter. <br /> VIOLATION CONTINUES <br /> 3 . California Code of Regulations (CCR) Chapter 12 , Article <br /> 1, Title 22, Section 66262 . 11: <br /> DPI failed to characterize their waste streams. This is <br /> a repeat violation from the October 8, 1992 inspection. <br /> FLOOR SWEEPINGS WERE ANALYZED BY DPI AND CAL-EPA. THE RESULTS <br /> SHOW FLOOR SWEEPINGS ARE HAZARDOUS. SWEEPINGS ARE BEING <br /> SHIPPED AS HAZARDOUS WASTE. THIS VIOLATION HAS BEEN <br /> CORRECTED. <br /> 4 .
