— --- -- - KLEiNFELDER
6 FIELD SAMPLING AND ANALYSIS PLAN
6.1. SAMPLING RATIONALE AND APPROACH
The preliminary objective of sampling during the PEA is to provide consistent analytical
data that identifies potential contaminants at the site based upon the available site
information and historical review. The site's 0.56 acres have been used primarily as a
metal plating facility for the last 30 years. In developing our sampling approach for this
project, we assume that groundwater quality is not an issue at this time pending review
of shallow and subsurface soil sampling results. Kleinfelder also understands the City
of Stockton supplies water to the site and surrounding areas. The subject site has been
used for commercial/industrial use for approximately 30 years and assumes that the
site will continue for said use. Based on this assumption, the proposed human health
screening is based on industrial/commercial use of the site.
Our soil sampling approach was developed based on DTSCs request for further
evaluation of two primary areas of concern (AOC) including the Plating Room and
Wastewater Treatment Area and identification of the following constituents of potential
concern:
• Acids and bases (pH values in soil).
• Chromium III (Cr III)
• Chromium VI (Cr+6)
• Nickel (Ni)
• Copper (Cu)
• Cyanide (Cn)
• Aluminum (AI)
Kleinfelder's proposed soil sampling is site specific based on observations of the
Plating Room and Wastewater Treatment Area and site maps and legends of these two
areas supplied by Delta Plating Inc. These maps illustrated facility operations including
tank locations and associated metal or compound used, waste stream piping routes,
rinse and holding tanks, process tanks etc. The two areas both have concrete flooring.
The Plating Room was covered with wood planks but the concrete appeared in poor to
moderate condition. Concrete in the Treatment Plant Area appeared in good condition.
Kleinfelder understands relatively free access will be granted in the Plating Room since
the tanks have reportedly been moved, therefore, sampling locations are proposed
57252.T02/ST05R999/DH:Iv Page 12 of 29
©2005 Kleinfelder, Inc.
