It was
determined that underground tanks storing steam-refined asphalts (i.e., the AR
series as classified in Section 92 of the California Department of
Transportation Standard Specifications) are not subject to the State
underground tanks regulations, because their contents do not pose a threat to
water quality. Our decision was supported by information received from
Caltrans regarding the environmental fate of this grade of asphalt. This
decision does not apply to other grades of liquid asphalt, such as grades SC_
800 and SC-3000 as designated in Section 93 of the aforementioned
specifications. We will inform you of any future determinations regarding the
regulation of other grades of liquid asphalt.
If you have any questions regarding this matter, please call Terry Brazell at
(916) 322-0202.
Sincerely,
Edward C.
