PUBLIC 11EALTH SERVTCES PpU!N
. .o
SAN JOAQUIN COUNTY
RMC LONESTAR
30350 S TRAWYMWNMENTAL HEALTH DIVISION
TRACY Erfi&t M. Fujimoto, M. D., M.P.H., Acting Health Officer
304 E. Weber Ave., Third Floor • P. O. Box 388 • Stockton, CA 95201-0388 °gr;FORa`P
On January 23 , 1996, I A**fit RMC Lonestar located at 30350 S.
Tracy Blvd. in the unincorporated area south of the city of Tracy.
My presence was requested by RMC Lonestar representatives inorder
to witness the removal of a 10, 000 gallon diesel tank, a 1, 000
gallon gasoline tank and a 500 gallon waste oil tank. In
attendance were two firefighters from Tracy Rural Fire Department,
Chris Rowley of Chromolab, and Yalew Kabede of Sacramento County
Environmental Management . Bradd Stately of RMC Lonestar and Joe
Medina of Pacific Excavators were conducting the removal . Jim
Reese of H and H Environmental would monitor the combustible gas
indicator and transport the tanks from the site .
I arrived at the site of the 1, 000 gallon gasoline tank and found
that the overburden had been removed from the tank. During the
excavation of the tank an electrical conduit was unearthed that
crossed over the tank. Inorder to remove the tank without damaging
the conduit Pacific Excavatorson lanned excavating one end of
P g
the tank and sliding the tank from under the conduit . While doing
the additional digging of the hole a second tank was found. I
informed Mr. Stately, that this discovered tank would probably
require the payment of the state surcharges and additional removal
permit fees . He agreed and requested an appointment for removal of
these tanks for the following day.
We then moved to the location of the 10, 000 gallon diesel tank. I
saw two individuals working near the tank. It was learned that one
of the individuals was the brother-in-law of the contractor.
Mr. Stately assisted the contractor with securing the chains to the
tank. Mr. Reese took combustible gas readings, 1% of LEL and 18 %
Oxygen. The tank showed signs of corrosion and heavy staining
around the fill area which was located at the east end of the hole .
The tank pit had a slight odor near the east end. Prior to the
removal, an underground water line was damaged during the
excavation of the tank which left the area extremely muddy.
Samples were taken from the bucket at a depth of 14 feet near the
ends of the tank. This tank was labeled with paint on each end as
39-1737-2 .
The 560 waste oil tank had staining around the fill . The fill pipe
was damaged and I was unable to determine when this damage
occurred. The LEL was 2% and the oxygen registered 13% . There was
contamination in the form of a gray layer to the depth of 5 feet
with a very heavy odor from the hole . Samples were taken from the
bottom and the east sidewall of the excavation. This tank was
labeled with paint on each end as 39-1737-3 .
The manifest for the two tanks as 95590444 and manifested to H & H.
A Division of San Joaquin County Health Care Services
