S STATE OF CALIFORNIA GEORGE DEUKMEJIAN,Govermor
STATE WATER RESOURCES CONTROL BOARD
-'PAUL R,BONDERSON BUILDING '
01 P STREET
P.O.BOX 100
SACRAMENTO,CALIFORNIA 95801 L„
® r_-n
JUL2 9 Odo
ENVlRQM .!v fAL HEALTH
J U L 2 2 1986 FERMI1%SERVICES
LETTER LG;37
Local Implementing Agencies:
REGULATION OF LIQUID ASPHALT TANKS
This letter transmits the State Water Resources Control Board' s (State Board)
response to a request by the California Asphalt Pavement Association to exempt
liquid asphalt tanks from the underground tank regulatory program. It was
determined that underground tanks storing steam-refined asphalts (i.e., the AR
series as classified in Section 92 of the California Department of
Transportation Standard Specifications) are not subject to the State
underground tanks regulations, because their contents do not pose a threat to
water quality. Our decision was supported by information received from
Caltrans regarding the environmental fate of this grade of asphalt. This
decision does not apply to other grades of liquid asphalt, such as grades SC-
800 and SC-3000 as designated in Section 93 of the aforementioned
specifications. We will inform you of any future determinations regarding the
regulation of other grades of liquid asphalt.
If you have any questions regarding this matter, please call Terry Brazell at
_(916)- 322-0202.
Sincerely,
Edward C. Anton, Chief
Program and Investigations
Division of Water Quality
Enclosure
cc: David Leu, Ph.D.
i Toxic Substances Control Division
Department of Health Services
714/744 "P" Street
Sacramento, CA 95814
1
