Weber Ave., Third Floor <br /> Stockton, CA 95201-0388 <br /> RE: Amendment to Site Safety Plan-RMC Lonestar <br /> Dear Mr. Sasson: <br /> Due to some unforeseen circumstances at RMC Lonestar as discussed with your office,the following <br /> changes are anticipated to the tank removal site health and safety plan. Upon uncovering the tank, it was <br /> found that it contained approximately 12 - 18" of hardened asphalt emulsion. The tank also had several <br /> large openings in the top for various heaters and access allowing soil to enter the tank and become <br /> contaminated. Therefore,we plan to remove the tank from the excavation and cut it open on-site to <br /> remove the contents. Following are the anticipated changes to the UST Removal Plan: <br /> UST Removal Plan <br /> The product remaining in the tank appears to be primarily solid,with approximately 2" -3" of semi- <br /> liquid emulsion product that is not pumpable. The tank will be removed from the excavation with the <br /> product remaining in it. The LEL has been checked and is 0%, which will be confirmed prior to <br /> removing it from the excavation. Since the tank has several large openings, dry ice will not be added <br /> prior to removal. The tank will be removed from the excavation using a mobile crane, and placed on the <br /> ground on visqueen for inspection and cleaning. An air actuated sawzall will be used to cut large access <br /> openings into the tank so the remaining material can be removed. <br /> The liquid or semi-liquid material will be removed using buckets and/or shovels and placed into DOT <br /> approved 55-gallon drums. This waste will be shipped as Non RCRA hazardous waste to Statewide <br /> Environmental Services in Los Angeles for disposal. The solids will be removed using a backhoe and <br /> stockpiled to be profiled as non-hazardous waste for landfill. The tank will be cut into small enough <br /> pieces so that may be crushed and placed into a 40 cubic yard bin, also for disposal as non hazardous <br /> waste. <br /> Stockpiled soil will be sampled and analyzed per Tri Regional guidelines, and disposed of as non <br /> hazardous waste, if necessary. <br /> Please notify me as soon as possible, if you have any additional concerns, so that we may address them <br /> in the field. <br /> Sincerely, <br /> RAH Environmental,Inc. <br /> Scott Vickers <br /> Project Manager <br /> Class A License#592216 Fed I.D. #68-0219341 <br /> 3310 Swetzer Road.
