' 1.0 INTRODUCTION <br />' PRC Environmental Management, Inc. (PRC), received Contract Task Order (CTO) <br />No. 0162 from the Naval Facilities Engineering Command Western Division (WESTDIV) under <br />' the Comprehensive Long -Term Environmental Action Navy (CLEAN) Contract No. N62474- <br />88 -D-5086. This CTO directs PRC to perform an underground storage tank (UST) closure at the <br />U.S. Naval Communications Station (NCS) in Stockton, California. This Tank Closure Plan <br />describes the procedures to be followed during the UST closure and contains the field sampling <br />and analysis plan (FSP), and the quality assurance project plan (QAPjP). The health and safety <br />' plan for performing the field activities associated with the UST closure is included in this Tank <br />Closure Plan as Appendix A. <br />1.1 SITE BACKGROUND <br />NCS Stockton is located on Rough and Ready Island at the west edge of the city of <br />Stockton in California. Stockton, located in San Joaquin County, is situated in the north central <br />' section of the state. Stockton is approximately 350 miles northwest of Los Angeles, 75 miles <br />east-northeast of San Francisco, and 40 miles southeast of Sacramento. The location of NCS <br />Stockton is shown on Figure 1. <br />Rough and Ready Island occupies an area of approximately 1,460 acres. The island, <br />' which is located at the eastern edge of the California Delta, was created at the turn of the century <br />by the construction of levees and manmade channels. Rough and Ready Island requires <br />' protection by levees because much of the land is below the level of the surrounding water. <br />The island is bordered by the Stockton Deep Water Channel (San Joaquin River) to the <br />' north and east, and to the south and west, by the Burns Cutoff. The western and southern sectors <br />of the island are below mean sea level (msl). The western portion of the island was once a tidal <br />1 marsh, which has been extensively filled with waste materials, construction and grading fills, and <br />dredging sediments from the Stockton Deep Water Channel and from Burns Cutoff. <br />' In 1945, during World War II, Rough and Ready Island was developed by the Navy as a <br />major supply depot. NCS operations began at Rough and Ready Island circa 1960. In 1965, the <br />' supply depot operations were deactivated and full control of the facility was assigned to the <br />communication station. The Navy still maintains NCS operations at Rough and Ready Island. <br />From 1945 to 1979, various industrial and maintenance operations were performed at the <br />facility and a variety of waste disposal practices were implemented.
