ItEPRODUCED AT GOVERNMENT EENSEe <br />1.7 GOVERNMENT REPRESENTATIVES: <br />(a) The work will be under the general direction of an officer of the Civil <br />Engineer Corps, United States Navy or another officer or representative of <br />the Government, as Resident Officer in Charge of Construction, referred to as <br />the "ROICC" and designated in block 26 of Standard Form 11442. Except in <br />connection with the "Disputes" clause, the Officer in Charge of Construction <br />will be the authorized representative of the Contracting Officer and will <br />have complete charge of, and exercise full supervision of, the work so far <br />as it affects the interest of the Government.- For the purposes of the <br />"Disputes" clause, the "Contracting Officer" will be the Commander, Naval <br />Facilities Engineering Command; the Acting Commander; their successors; or <br />their representatives specially designated for this purpose. <br />(b) The provisions of this paragraph or provisions elsewhere in this <br />contract regarding supervision, approval, or direction by the Contracting <br />Officer or the Officer in Charge of Construction or action taken pursuant <br />thereto, are not intended to and will not relieve the Contractor of <br />responsibility for the accomplishment of the work,, either as regards <br />sufficiency or the time of performance, except as expressly otherwise <br />provided for in this contract. <br />1.8 NOTICE OF REQUIREMENT FOR AFFIRMATIVE ACTION TO ENSURE EQUAL EMPLOYMENT <br />OPPORTUNITY (APR 1984): <br />(a) The offeror's attention is called to the Equal Opportunity clause <br />and the Affirmative Action Compliance Requirements for Construction clause of <br />this solicitation. <br />(b) The goals for minority and female participation, expressed in <br />percentage terms for the Contractor's aggregate workforce in each trade on <br />all construction work in the covered area, are as follows: <br />Goals for Minority Participation Goals for Female Participation <br />for Each Trade for Each Trade <br />24.3% 6.9% <br />These goals are applicable to all the Contractor's construction work <br />performed in the covered area. If the Contractor performs construction work <br />in a geographical area located outside of the covered area, the Contractor <br />shall apply the goals established for the geographical area where the work is <br />actually performed. Goals are published periodically in the Federal Register <br />in notice form, and these notices may be obtained from any Office of Federal <br />Contract Compliance Programs office. <br />1 4 � <br />
