Box 2009 <br /> Stockton CA 95201 <br /> Re: SC Grade Asphalt Tank <br /> Dear Mr. Favila: <br /> As per our telephone conversation on April 10, 1989 requesting <br /> an extension for compliance on the underground SC Grade <br /> asphalt tank test at our 30350 South Tracy Blvd. , Tracy <br /> Aggregate Plant I have not received any response from your <br /> department. However, during this time we have been <br /> investigating, along with our tank tester, available <br /> technologies to test this tank. <br /> Tank testing equipment has been designed to test liquids that <br /> have a relatively low viscosity which can be circulated to <br /> obtain an even temperature throughout the tank. Asphalt is <br /> stored at temperatures ranging from 160 to 210 degrees <br /> Fahrenheit. Testing equipment is not designed to be used at <br /> these high temperatures. The viscosity of asphalt at 140 <br /> degrees is about 250 to 500 centistokes, circulating this <br /> product would be difficult unless the product is heated to a <br /> very high temperature which would damage the testing <br /> equipment. <br /> We have been sincere in our efforts in searching for available <br /> technologies to test this tank and have found no such <br /> equipment. We therefore request that the annual tank testing <br /> be waived and that we be allowed to use a monthly vadose gas <br /> testing program to monitor this tank. We believe this <br /> monitoring method would be more than adequate for detecting <br /> any loss of material from this tank. <br />
