STATA OF CALIFORNIA GEORGE DEUKMEJIAN,Governor
.CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION
3443 ROUTIER ROAD RECEIVED J
SACRAMENTO,CA 95827-3098 10
MAY 7 1990
ENVIRONMENTAL HEALTH
PER
2 May 1990
Mr. Abel Haines
Environmental Coordinator
Sharpe Army Depot
Lathrop, CA 95331
UNDERGROUND STORAGE TANK REMOVALS, SHARPE DEPOT, SAN JOAQUIN COUNTY
At our Technical Review Committee (TRC) meeting on 12 April 1990, 1 discussed
the above subject with you. Sharpe had requested via telefax dated 4 April ,
that we review and approve their contractor's results and recommendations for
eight tank removals. At the meeting I informed you that the telefaxed
material lacked the following:
1. QA/QC results (blanks, spikes, and duplicates) for the soil analysis
results;
2. Review of sampling data from monitoring wells near the tank sites, if
any, to determine any discernable effects from underground tanks;
3. A site map showing the locations of all underground tanks, and
indications of the depth of the excavations in addition to the depth of
the samples on the individual plot plans; and
4. Documentation that County personnel observed and approved the tank
removals and soil sampling procedures.
You responded that the information I required c^-isted in the contract scope of
work or had been compiled by your staff. You stated that Sharpe would send us
the specific information. What we received on 16 April via an undated letter,
was the entire contract specifications. This large document contains a great
deal of information, most of it not relevant to the issues at hand and not
addressing the specific data gaps I identified. Enclosed are the contract
specifications which we are returning to Sharpe.
It is Sharpe's responsibility to coordinate environmental work, and present
specific and concise technical reports. Please review the above items and
submit a complete report, revising Sharpe's 4 April telefax and responding to
all of our comments, no later than 21 May 1990.
