Prior to the start of work, Geofon prepared a Project Work Plan (PWP) that included a <br />Sampling and Analysis Plan (SAP), Site Safety and Health Plan (SSHP), Quality Assurance <br />Project Plan (QAPP) and a Specification Section. The work plan was reviewed and approved by <br />the USACE and San Joaquin County PHS-EHD before Geofon mobilized to the site. <br />On 11 April 2001, a project kick-off meeting was held on-site with USACE <br />representatives, Geofon, and field personnel before starting work. The purpose of this meeting <br />was to develop an understanding of the overall project, including administration of the health and <br />safety program, submittals, scheduling, approach and execution. <br />An exclusion zone fence was erected around the work zone and storage areas. The <br />storage areas used for contaminated materials were lined with 10 -mil polyethylene sheeting (i.e., <br />visqueen). Before excavation began, Geofon contacted the on -base fire department. <br />Underground Service Alert (USA) was contacted to mark underground utilities in the work area. <br />Care was taken not to disturb these underground utilities, which included a water line near the <br />west side of the excavation and a phone line on the north side of the excavation. <br />Traffic control was established and maintained at the site during field activities to ensure <br />public and worker safety. Geofon implemented engineering measures to control dust throughout <br />the project. These include regular spraying with water, covering sources with plastic, and <br />minimizing vehicle speed and other activities. <br />3.2 ABOVEGROUND STORAGE TANK PLACEMENT <br />A concrete pad for placement of the AST was constructed on the parking area adjacent to <br />Building 330.
