and State of California requirements (API 1996). Exhaust vapors generated during purging
activities were vented atmospherically following standard engineering practices.
Ground level concentrations of volatile organic vapors in air were monitored
continuously to confirm that vapors were being dispersed effectively into the atmosphere, and
not collecting in unsafe concentrations. _ The atmosphere inside each UST was continuously
monitored at the top, middle and bottom of the tank for combustible vapors and oxygen. Geofon
demonstrated to the San Joaquin County PHS-EHD representative that the flammable vapor
concentrations inside the tanks did not exceed 5% of the lower exposure limit for the product
previously stored. Additionally, the oxygen content inside each tank was determined to ensure
that they had been adequately inerted.
k7.Y11'.► G71
Aft
After each tank was free of residual liquids and volatile vapors, it was disconnected from
its retaining straps, lifted up, placed on, and secured to a flatbed truck. The tanks were then
transported by ECI (a State of California licensed hazardous waste hauler) to the disposal facility
for destruction and/or recycling in accordance with the State of California regulations. Handling
and transportation of the USTs were in accordance with all federal, state and local requirements.
5.5 PIPING REMOVAL
The pipes were gravity drained into 5 -gallon buckets. A PID meter and visual inspection
were used to screen for any evidence of free product remaining in the pipes. The piping was
stockpiled near the west end of the excavation on visqueen. The outer fiberglass secondary
containment piping was removed from the piping. After the pipes had been drained, they were
cold cut into short manageable sections. The pipes were then removed and transported to a
9 recycling facility. Approximately 40 lineal feet of pipe were removed from the USTs.
s
