11 <br />A San Joaquin County PHS-EHD representative provided oversight for soil sampling <br />during tank removal. Sampling conformed with the State of California Leaking Underground <br />Fuel Tank (LUFT) Manual guidelines for sampling associated with USTs removal (SWRCB <br />1989). All soil samples were collected under the direction of a registered geologist, in <br />accordance with the USACE specification and were submitted to Severn Trent Laboratories <br />(STL), a state and USACE certified laboratory, for analysis. Specifically, the sampling <br />procedures were as follows: <br />• All sampling equipment was thoroughly cleaned prior to each use. <br />• Soil samples were collected from under the concrete slab with carbon steel split <br />spoon sampling devices and stainless steel sampling sleeves. <br />• A minimum of 6 inches of soil was removed from the exposed surface prior to <br />driving a sample sleeve to collect the soil sample. <br />• Immediately after the sample was collected, each end of the stainless steel sample <br />sleeve was wrapped with a Teflon sheet and capped. The sample sleeve was labeled <br />in accordance with procedures outlined in the approved work plan. Care was taken to <br />assure that no headspace was present in the sample sleeve. <br />• After labeling, the soil samples were placed in an airtight bag and immediately placed <br />into a refrigerated ice chest. Samples were delivered, along with a completed chain - <br />of -custody, to the laboratory. <br />• Chain -of -custody documentation was maintained for the sampling event. Copies are <br />provided in the complete laboratory report in Appendix B. <br />On 11 June 2001, a total of two confirmation soil samples were collected from beneath <br />the piping locations at the tank site. Two soil samples (PL -1 and PL -2) were collected at a depth <br />of 2 feet below ground surface (bgs), the remaining six soil samples (SP -1 (W), SP -2 (E), SP -3 <br />(W), SP -4 (S), SP -5 (E) and SP -6 (W)) were collected as four -point composites from the <br />9 <br />
