v
NVI O ` g } IT f Shelf Oil Company
!)FRM1 - C S I
CE
94 DEC 16 PM
East Bay Retail Marketing District
December 14, 1994
Mr. Doug Wilson
Supervising Environmental Health Specialist
San Joaquin Country Environmental Health
Stockton, CA 95204
Subject: Estimated time line for Shell Oil's tank replacement.
Shell Station at 2575 Country Club, Stockton, Ca 95204.
Dear Mr. Wilson,
P O Box 4023
Concord CA 94524
1390 Willow Paas Road
Suite 900
Concord CA 94520
Per your request, Shell Oil has outlined an estimated time line for tank replacement. A few
preliminary remarks are in order concerning the time line:
• Shell Oil is making every effort to meet the requirements of the California .Code of Regulations,
Title 23, Division 3, Chapter 16, Article 5: Release Reporting and Initial Abatement
Requirements.
• The time line is an estimate based on the information available to us today.
• The time line assumes the cooperation with all permitting agencies.
• The time line assumes the permitting agencies will be able to process the permit applications
in a timely manner despite the holiday season.
• Shell Oil has installed two extraction points to remove liquid phase and/or vapor phase
petroleum hydrocarbons from the subsurface near the suspected point of release.
• Shell Oil will continue monitoring and mitigating the liquid phase and/or vapor phase petroleum
hydrocarbons with the current system, which was outlined in our December 8, 1994 Work
Plan. Shell Oil is making every effort to expedite the'replacement of the tanks at the above
mentioned site.
