SAN 3,JO A Q O I N Environmental Health Department <br /> --COUNTY U <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Country Club Valero 2575 COUNTRY CLUB BLVD, Stockton January 29, 2018 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS ll,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 305 HSC 25290.1(e)VPH monitoring of the interstitial spaces of the UST system is not maintained. <br /> The following was noted at the time of inspection: <br /> The communication of the interstitial space inside the Under Dispenser Containment(UDC)7/8 failed when tested, <br /> indicating that no continuous communication exists between the entire interstitial space. <br /> The underground tank system shall be designed and constructed with a continuous monitoring system capable of <br /> detecting the entry of the liquid or vapor-phase of the hazardous substance stored in the primary containment into <br /> the secondary containment and capable of detecting water intrusion into the secondary containment. Correct <br /> immediately by having a properly licensed,trained, and certified contractor replace the failed component with a <br /> functional component(LG 113-x listed, if applicable)and obtain a permit within one business day from the EHD. If <br /> the failed component can't be replaced immediately,there is a possibility that the UST system may be red tagged to <br /> prevent fuel inputs. <br /> This is a repeat violation, Class II. <br /> 316 HSC 25290.1(c3), 25290.2(c3)Secondary containment not constructed to prevent water intrusion(after Jul 2003). <br /> Liquid was found in the 91 Submersible turbine Pump(STP)sump,diesel STP sump,diesel fill sump, and 87 fill <br /> sump. Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation, <br /> infiltration, or surface runoff. Immediately remove this liquid, make a hazardous waste determination per Title 22 <br /> hazardous waste regulations, and manage accordingly. Immediately contact a properly licensed, trained, and <br /> certified contractor to address the water intrusion into the 91 STP sump,diesel STP sump,diesel fill sump and 87 fill <br /> sump under permit and inspection of the EHD. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator at the time of inspection. The EHD will generate <br /> and provide a complete report to the facility operator. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> 1) If the 87, 91 and Diesel spill containers fail in the future during operation or testing they shall be replaced <br /> under EHD permit and inspection and comply with Title 23 CCR Section 2635(b). <br /> AFTER THE COMPLIANCE DATE,EHD WILL BILL FOR ALL TIME AND ACTIVITIES ASSOCIATED WITH BRINGING <br /> THIS FACILITY BACK INTO COMPLIANCE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> Received by: Date: Inspector.
