Furthermore, the UST system had failed the secondary containment test in <br /> certain components on 11/30/16. The EHD was unable to witness secondary containment retesting in <br /> the failed areas (87 and diesel secondary product line, diesel turbine sump, and UDC 7/8) on 3/28/17, <br /> additional conditions have been listed below. The permit has been approved with the following <br /> conditions: <br /> 1. Contact the local fire department and the San Joaquin Valley Air Pollution Control District for <br /> any applicable permits and requirements. <br /> 2. Any changes in information and scope of work must be submitted to EHD for approval prior to <br /> commencing work. All new addenda supersede the previous ones. <br /> 3. Contact Aaron Hang at (209) 468-3453 to arrange the following inspection appointments (a 48- <br /> hour notice is required for inspection appointments). Please be aware that inspections for <br /> emergency work must be scheduled within five days of permit approval. <br /> a. Primary piping soap test: One hour pneumatic pressure test for the 91-octane piping, at <br /> 110% of operating pressure, or 40 psi, whichever is greater. <br /> b. Secondary piping soap test: One hour pressure test of the 91-octane piping, per <br /> manufacturer's guidelines. If there are no manufacturer's guidelines, test shall be performed <br /> using an applicable method specified in an industry code or engineering standard. <br /> c. Secondary piping test for all product piping in the vicinity of UDC 11/12 (where excavation <br /> took place) after surface repairs/restorations: One hour pressure test for all piping, per <br /> manufacturer's guidelines. If there are no manufacturer's guidelines, test shall be performed <br /> using an applicable method specified in an industry code or engineering standard. <br /> d. 24 hour hydrostatic test (or equivalent) on UDC 11/12 sump. <br /> e. Secondary containment testing on the 87 secondary product line, diesel product line, diesel <br /> turbine sump, and UDC 7/8. <br /> 4. If concrete will be broken near the tank, a secondary containment test must be performed on <br /> the affected UST's once concrete is poured in accordance with the manufacturer's guidelines. <br /> 1868 E.
