FROM:KOfICA FAX TO: 510 420 5896 NOV 1, 1989 11 P.O?
STATE.Of CALIFORNIA PETE WILSON. oov®sm:
AIR RESOURCES BOARD
2020 L STREET
P.O. Box 2815
SACRAMENTO. CA 95812 March 8, 1995
Mr. Phillip E. Smith
President
Phil-Tite Enterprises
3732 Electro Way
Redding, California 96002 #95-10
Dear Mr. Smith:
Approval of the Phil Tite 85611A and 856116 Phase I Vapor Adaptors
You requested California Air Resources Board (GARB) certification of
the Phil-Tice Enterprises Models 85611A and 856118 Phase I poppetted vapor
edcptere on April 26, 1994.
The 856I1 Series units are vapor recovery dry break adaptors for use on
the vapor recovery riser pipes of Phase I vapor recovery systems. The
85611A adaptor is constructed of aluminum while the 856116 unit is
constructed from brass. Both adaptors have an extruded aluminum and
stainless steel shaft. The seals for the poppet are made from viton. The
adaptor to pipe gasket is a bung 70 material . The valve is constructed such
that it not only has a shaft to guide the free floating poppet into
position, but also has a pilot on top of the poppet for initial positioning
of the poppet to seat. This reduces the misalignment of the poppet. There
are also wrenching slots incorporated into the units for an extractor
wrench. This eliminates the need to use a pipe wrench when installing or
removing the adaptor.
As required by the Air Resources Board certification procedures, you
requested the approval of the Division of Occupational Safety and Health,
the ('ffice of the State Fire Marshal and the Department of Food and
Agriculture, Division of Measurement Standards. The necessary approvals
have been obtained from these agencies.
I find that the use of the 85611A and 85611B units, when installed in
accordance with the manufacturer's instructions, will not adversely affect
the performance of vapor recovery systems on which they are installed.
Therefore, the Phil-Tit.e Enterprises Models 85611A and 856118 Phase I
poppet.ted vapor adaptors are certified for use with CARB approved Phase I
vapor recovery systems.
Should you have any questions or need further assistance, please
contact Mr. Basharat. Iqbal at (916) 324-7343 or Ms. Laura Sullivan McKinney
at (916) 327-1525.
Sincerely,
mes J. Margester, Chief
Compliance Division
cc: Mr. Kenneth Kunaniec, Chairman, CAPCOA Vapor Recovery Committee
Mr. Gary Hunter, Manager,_ CARB Compliance Assistance Section
