Registered Professional Mechanic%ngineer M030464 <br />Subject: Engineering evaluation of the Fibrelite Composites Limited Multi Sided Tank <br />Top Containment Sump system <br />Background <br />Fibrelite Composites Limited (Fibrelite) manufactures and markets tank top containment <br />sumps and covers to the retail petroleum market. These sumps are designed to be bonded <br />to the collar of an underground storage tank to form a sealed containment sump structure <br />for the turbine pump or Phase I fill and vapor connections. The sumps are designed and <br />constructed to meet the industry requirements for fuel compatibility and structural <br />integrity to resist the potential liquid and backfill stresses. The covers are designed to <br />withstand the auto and truck vehicle traffic. The sumps are designed to be installed by <br />the fueling facility installation contractor to a fiberglass UST collar attached by the tank <br />manufacture. The sump sections are bonded together utilizing the ASTC Polymers, Inc. <br />two part 800 polyurea product. <br />Material Compatibility <br />The Fibrelite containment sumps and manway skirts are fabricated with glass reinforced <br />isophalic resin using the vacuum resin transfer molding process. The manway covers are <br />also fabricated with glass reinforced isophalic resin using the pressure resin transfer <br />molding process. All Fibrelite sump and manway components utilize the same isophalic <br />resin which has been thoroughly tested by both the United States Testing Company and <br />BSI Product Services. The third party test results indicated negligible effects from fuel <br />immersion. <br />The adhesive material used for bonding the various sections of the Fibrelite sump <br />assemblies together is a two part polyurea blended polymer manufactured by ASTC <br />Polymers, Inc., Costa Mesa, California. The bonding material, (ASTC 800) had been <br />tested by National Technical Systems (NTS) per ANSI NCSL Z540-1 and ISO 17025 and <br />was shown to have retained original bond strength after a 72 hour immersion test as noted <br />in Test Report No. 377-2663 dated August 12, 2003. <br />Physical Testing <br />The Fibrelite multi -sided composite sump structure has been tested for structural and <br />surface resistivity.
