<br />1.0 Scope
<br />This publication rcconuncnds minimum requirements for
<br />the interior luting of existing steel underground tanks used
<br />for the storage of petroleum-based nrotor•fuc!s and middle
<br />distillates. In general, it ourlincs requirements, proccdures
<br />and operating conditions to be follo%vcd by contractors, mc-
<br />chanics and cn inccrs. Methods i�or bas-frceinb tanks, re-
<br />moving sediment and cleaning interior surfaces of s;cel tanks
<br />.are also included. All work must be accomplished in ac-
<br />cordance with the applicable federal, state and local re
<br />quircmcnts as well as accepted 5afco, standards.
<br />The interior liniiib process can be used to repair ecru:m
<br />corroded.tanks or to protect underground steel tanks from
<br />internal corrosion. The lining itself is not intended to replace
<br />the structural strength provided by the steel tank shci! or
<br />Prevent future cxtcrnal corrosion.
<br />2.0 Permitting and Training
<br />r Where required, contractors must be approwcd by local
<br />authorities and ail applicable perrrrits• must be obtained prior
<br />to beginning any work. Contractors. shou!d certify to the
<br />owner that employees and subcontractors responsible for
<br />tank lining have been trained in the following: (a) the han-
<br />dling and disposal of tctracthyl lead and Its. by-products: (b)
<br />the use of equipment and procedures for testing and,zs-
<br />frccing tanks; (c) a(I applicable safety rules and regulations:
<br />and (d) the application and handling of the tank lining ma-
<br />leiial.
<br />In addition, contractors should certify that his employees
<br />and subcontractors are, knowledgeable o,'':

<br />Care should also be taken to use proccdures and cyuip-
<br />ment necessary to comply with ail applicable safety rules
<br />and regulations.

<br />3.0 Coating (Lining) Specifications
<br />Materials used for interior !inini• of underground tanks
<br />may be epoxy -based resins, isophthalic polyester -based res-•
<br />ins or otl;cr acccplab!c coatings. CAUTION: Some coating
<br />materials are not acceptable due to incompatibility with
<br />Petroleum products or product additives. Acceptable coating
<br />matcria's si;ai! satisfy the following three requirements as
<br />certified by the r;tar,ul"acturcr:
<br />A. BONDING Co:,lings, when applied to properly -prepared
<br />steel surfaces (see Scction 7.3), must maintain bond to the
<br />tank while in its ucsignated service for the period of the
<br />tank linint,'s warranty.
<br />B. COLFFICILNT OF ' HEI,n1AL ExPANsloN The coating's
<br />coefficient of tl.crmal expansion shall be compatible with
<br />steel, so [hat inordinate stresses will not result due to tem-
<br />perature change.
<br />C. l,titxtLKslo,v Tl.s-rs Representative coating samples shall
<br />be tested to determine compaubilily of the lining material
<br />Willi stored products. Samples shall be immersed in the
<br />liquids listed below at either 35°C (100T) for periods of
<br />one, three and six months, or 23°C (74°F) for periods of
<br />one, thre.e, six and twelve months. Upon completion of each
<br />imn )crsion period, testing of the samples must verify that
<br />the coatis, l;;rs not substantially deteriorated in accordance
<br />wilh.the fo;low:ng:
