PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION X
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202%Foams
209/468-3420
ALEX PEREZ
SHELL OIL PRODUCTS COMPANY
PO BOX 8080
MARTINEZ CA 94553
RE: SHELL SERVICE STATION
341 MAIN STREET
RIPON CA
SITE CODE: 506186
As a result of reviewing the first and second quarterly (1998) groundwater monitoring reports
and work plans submitted by your consultant (Cambria) for the above referenced site, San
Joaquin County Public Health Services Environmental Health Division (PHS/EHD) provides the
following comments and directives.
With regard to ground water contamination it is apparent that concentrations of Methyl Tertiary
Butyl Ether are significant and increasing at this site. Elevated concentrations of Methyl
Tertiary Butyl Ether (MTBE, 150,000 ug/L), and Methanol (MeOH, 20,000 ug/L) were
confirmed by a state certified laboratory in groundwater samples taken from a monitor well
(MW -1) in an area near the existing and former pump island/dispensers in twvo consecutive
sampling events. PHS/EHD considers the concentrations of MTBE observed at this site to
pose a high risk to beneficial use/drinking water supplies.
Please tabulate all analytical data available in chronologic order and submit a report addendum
to this office within thirty days (30) of the date of this letter. Please show all fuel hydrocarbon
detections on site maps (ie -TAME, McOH).
In a letter from PHS/EHD dated May 28, 1998 directives were issued and the responsible
party, Shell Oil, has failed to comply with these reasonable and necessary objectives in a
timely manner. Please review the May 28, 1998 PHS/EHD correspondence and comply with
the directive issued to avoid referral to our County District Attorneys office.
In the absence of effort by the responsible party, PHS/EHD staff have performed a preliminary
investigation to assess the potential for vertical and lateral conduits to exist near this site.
Subsurface Utility maps are available from the City of Ripon which show the locations and
elevations of sewer, water, and electrical lines (see attached). Two nearby vertical conduits have
been identified in very close proximity to this site. The first is a recently raised residence with a
domestic water well located less than 100 feet West of the Shell Oil site. The street address is
333 East Main St., Ripon. No construction details for this well have been located. A second
well has also been located South -East of this site. The well is reportedly owned and operated by
California Department of Transportation as an irrigation well for Highway 99 landscaping. This
well is located less than 300 feet South -East of the site. Many private/domestic wells are also in
use along Parallel Avenue South -East of the site. It is important to re-emphasize that the City of
Ripon operates several Municipal Supply Wells in close proximity to this site with moderate to
A Division of San Joaquin County Health Care Services
