The 91 turbine sump sensor was raised approximately 6 inches off the lowest point of the sump and the 87 turbine sump sensor was located higher on the tank saddle just above the water line and not located to detect a leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. Immediately relocate this sensor to the lowest point of the 87 and 91 turbine sump. The service technician, Steve Zwahlen, removed all the liquid from the 87 and the 91 sump and relocated the sensor to detect a leak at the earliest opportunity. 36. The 91 turbine sump sensor was raised approximately 6 inches off the lowest point of the sump and the 87 turbine sump sensor was located higher on the tank saddle just above the liquid and not located to detect a leak at the earliest opportunity. Steve Zwahlen, technician that performed testing on 12/14/10, informed that he had left the sensors at the,lowest point in the sumps to detect leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. Immediately relocate this sensor to the lowest point of the sump. The service technician, Steve Zwahlen, removed all the liquid from the 87 and the 91 sump and relocated the sensor to detect a leak at the earliest opportunity. 21. Liquid was observed in the 87 turbine sump (approximately 1 gallon) and 91 turbine sump (14 gallons). If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, and manage it accordingly. Ensure that the 87 and 91 turbine sump is maintained free of liquid. The service technician, Steve Zwahlen, removed all the liquid from the 87 and the 91 sump and relocated the sensor to detect a leak at the earliest opportunity. All the liquid from the 87 and 91 sumps were put in the facility's hazardous waste storage drum. Notes A copy of the return to compliance certification must be submitted to this office with a statement as to how each violation was corrected with the supporting document within 30 days of receiving this report. Provided Facility and Tank forms, Monitoring and Response Plan Forms, and Financial Responsibility forms. Provided information regarding free UST operators class. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE M07ED DATES YNLL BE BILLED AT THE CURRENT HOURLY RATE ($122).
