This letter states that the local implementing agencies <br /> should issue upgrade certificates for USTs that meet state requirements and not condition certification <br /> based on compliance with local requirements. <br /> San Joaquin County has required the replacement of the existing underground tanks at the above <br /> referenced facility,as a condition for receipt of the station's 1998 compliance certificate. As you aware, <br /> Tosco is currently in the process of trying to obtain the necessary permits for the required tank <br /> replacement. <br /> An explanation of which county codes and requirements have dictated the above referenced tank <br /> replacement,would be greatly appreciated.
