Louise Ave
Lathrop, Ca.
A routine inspection was conducted on April 12, 1996 . It was
noted on the inspection report (copy provided) that the waste oil
was not being used or monitored. The inspection report directed
that the tank be closed in accordance with Title 23 CCR. PHS-EHD
received a letter, from Kerstin Anderson of Tosco Corporation
(copy provided) , dated May 16, 1996 . The letter indicated that
the tank would be permanently closed if not in use or if no
future use was planned. A re-inspection conducted on June 17,
1996 (copy of inspection report provided) revealed that the
operator of the facility has no intention of using the waste oil
tank. PHS-EHD received an application to close the waste oil tank
on July 27, 1996 . The plan has since expired and the waste oil
tank remains in a state of non-compliance . In-order to resolve
this issue the waste oil tank must be closed in accordance with
Title 23 CCR. Make application and pay closure fee within thirty
days . Failure to do so may result in further legal action by this
Department .
If you have any questions in regards to this matter please
contact me at (209) 468-0332 .
Ernest M.
