.14 Monitoring Alternative 5 <br />Implementation of this monitoring alternative shall require <br />Daily Inventory Reconciliation, Annual Tank Integrity Testing and <br />Pipeline Leak Detection. If this monitoring alternative is <br />chosen, implementation should be carried out as follows: <br />1) Perform the initial tank integrity tests to confirm that the <br />tanks do not leak at the time of implementation of the <br />monitoring alternative. Integrity testing must be done <br />within one year prior to implementation of the monitoring <br />alternative. Based on information obtained from facility <br />personnel, the tank(s) at this facility have passed an <br />integrity test within the last year. <br />2 Implementation of this monitoring alternative will require <br />annual calibration of flow meters by the State of California <br />Bureau of Weights and Measures. <br />3) Daily Inventory Reconciliation shall be performed by <br />comparing the total amount of fuel either removed from or <br />added to the tank (as determined by calibrated meters), to <br />the total amount of fuel measured to have either been removed <br />from or added to the tank (as determined by physically <br />measuring the fuel level with a calibrated stick or by the <br />use of a Tank Level Sensor Device ). If the amounts of fuel <br />compared vary by more than the amounts specified in sections <br />2641-5-B (i & ii) of the Underground Storage Tank_ <br />Regulations, it will be necessary to implement the proper <br />evaluation procedures as specified in Section 2644 of the <br />Regulations. A statement containing all Daily Inventory <br />Reconciliation Data shall be submitted quarterly to the (name <br />of appropriate county department). <br />4) Pipeline leak detection requirements can be accomplished by <br />visual inspection if the method of product delivery is by <br />suction pump. Monitoring shall be as described in Appendix <br />II of the Underground Storage Tank Regulations. If pumps are <br />of the submersible type, pipeline leak detectors of the type <br />described in the appendix to this report will be required. <br />5) Tank integrity testing to determine that total product loss <br />from the tank does not exceed 0.05 gallons per hour, shall be <br />performed yearly. Integrity testing shall be carried out as <br />described in Section 2543 of the Underground Storage Tank <br />Regulations. <br />
