T
ifornia
*tate of (gait
Off re of t4e Pintant General
GEORGE DEUKMEJIAN P.O. Box 214405 - 2829 Watt Avenue AUTOVON 466-3497
Governor Sacramento, California 95821-4405 (916)973-3497
CAFE -EN 21 January 1987
SUBJECT: Daily Inventory Reconciliation - Letter of Instruction
(LOI)
MAIMIt"I M.
1. The State of California recently approved Subchapter 16, Underground Tank
Regulations, Title 12, California Administrative Code. Article 4 of
Subchapter 16 requires the establishment of a leak detection monitoring
program. The Military Department is required to hydrostatically test all
tanks annually and to establish an inventory reconciliation of products added
or withdrawn from each tank every business day. All underground tanks will be
individually monitored to include quantity measurements for both product and
any water layer, as well as meter readings for underground storage tank inputs
and withdrawals each business day.
2. The underground tank quantity measurements are based on liquid elevation
levels and must be performed during a period when no additions or withdrawals
are being made. Should a stick or tape be used to make the measurements, the
tank operator is required to stick the tank twice and average the two readings
to establish the actual liquid elevation calculation. Should the tank be
uneven, the measurements will be taken at the lowest end.
lip
b. Tank # - Assigned by the facility.
c. Dispensing Meter - Number associated with the corresponding pump.
4. Monthly Inventory Review Sheet Vertical Columns:
a. Column 1 (Opening Dipstick Inventory) This column will require
sticking the tank twice on the first day and averaging the readings. The
reading will be converted to gallons and placed on the sheet. Sticking the
tank to establish the opening inventory is required following a break in
service, such as leak detection testing or equipment maintenance, or after
periods longer than two days. All other opening inventories can be the samiz
as the closing inventories from the previous day.
