The State of California recently approved Subchapter 16, Underground Tank <br />Regulations, Title 12, California Administrative Code. Article 4 of <br />Subchapter 16 requires the establishment of a leak detection monitoring <br />program. The Military Department is required to hydrostatically test all <br />tanks annually and to establish an inventory reconciliation of products added <br />or withdrawn from each tank every business day. All underground tanks will be <br />individually monitored to include quantity measurements for both product and <br />any water layer, as well as meter readings for underground storage tank inputs <br />and withdrawals each business day. <br />2. The underground tank quantity measurements are based on liquid elevation <br />levels and must be performed during a period when no additions or withdrawals <br />are being made. Should a stick or tape be used to make the measurements, the <br />tank operator is required to stick the tank twice and average the two readings <br />to establish the actual liquid elevation calculation. Should the tank be <br />uneven, the measurements will be taken at the lowest end. <br />lip <br />b. Tank # - Assigned by the facility. <br />c. Dispensing Meter - Number associated with the corresponding pump. <br />4. Monthly Inventory Review Sheet Vertical Columns: <br />a. Column 1 (Opening Dipstick Inventory) This column will require <br />sticking the tank twice on the first day and averaging the readings. The <br />reading will be converted to gallons and placed on the sheet. Sticking the <br />tank to establish the opening inventory is required following a break in <br />service, such as leak detection testing or equipment maintenance, or after <br />periods longer than two days. All other opening inventories can be the samiz <br />as the closing inventories from the previous day. <br />
