The removal work was performed on May 27, 1998 in accordance with the
approved work plan and county permits submitted on January 16, 1998.
Approximately 7,900 gallons of sludge, waste water and fuel residue was pumped into
three vacuum trucks and transported for disposal/recycling on hazardous waste
manifests # 98097645 on 5-4-98, # 98097996 on 5-26-98 and # 98096103 on 5-26-98.
After the sludge and waste water removal the two tanks were removed and inspected
for signs of leakage and failure by a representative for the San Joaquin County
Environmental Health Division. The tanks were then crushed on site in the presence of
the Montezuma Fire District and Environmental Health Division and loaded for transport
to Forward Incorporated landfill by Lutrel trucking on two non- hazardous waste
manifests # c 619502 and # c 619499 on 5-27-98.
On 5-27-98, under the direction of Environmental Health Division, John Somers of
ExcelChem Environmental Laboratories obtained twenty eight soil samples from soil
stockpile to be composited and analyzed for TPH as jet fuel, TPN as kerosene and TPH
as gasoline/BTEX. Due to suspected concrete hold down slabs beneath the two tanks it
was deemed necessary to obtain an additional six samples from beneath the slabs. In
order to accomplish this task and meet OSHA Safety Guidelines, the hold-down slabs
were completely exposed and excavation was enlarged and sloped to allow access to
personnel for boring of six holes through the concrete slabs in order to obtain said
samples.
