DEPARTMENT OF THE ARMY <br /> HEADQUARTERS,CALIFORNIA ARMY NATIONAL GUARD <br /> 9800 GOETHE ROAD <br /> SACRAMENTO,CA 95827-3561 <br /> NGCA-ARH-EN 9 October 2018 <br /> MEMORANDUM FOR RECORD <br /> SUBJECT: California Army National Guard Quarterly Storage Tank Testing and Designated <br /> Underground Storage Tank Operator Program Executed Standard Agreement Number 27347. <br /> 1. On 19 September 2018 the State of California Military Department signed and executed a <br /> contract with the vendor GHD to perform the inspections and services that are required to ensure <br /> RN <br /> that all regulatory requirements are met for California Army National Guard (CAA G) permitted <br /> non-capitalized sites that dispense fuel from storage tanks. <br /> 2. Due to the complexity of the contract and issues navigating the new Financial Information <br /> System for California, (FI$Cal), there was a lapse of vendor coverage for two (2) months on <br /> CAARNG non-capitalized fuel systems. <br /> 3. The new multi-year contract is jointly managed by the Environmental Programs and the <br /> Facilities and Infrastructure (J9) Directorate. The new implemented FI$Cal accounting system <br /> required the new contract to be funded on separate State budgeted Line-of-Accounting (LOA)for <br /> the duration of the Two (2)year contract. The Construction Facilities Management Officer <br /> (CFMO) serves as the Funding Manager for the subject program within the(J9) Directorate. <br /> 4. The following sites did not have July and August Designated UST Operator Monthly <br /> Inspections conducted at their sites in 2018: <br /> a. Field Maintenance Shop-2 in Barstow, CA. <br /> b. Camp Roberts Maneuver Area Training Equipment Site (MATES), in Camp Roberts, CA. <br /> c. Long Beach Combined Support Maintenance Shop (CSMS), in Long Beach, CA. <br /> d. Stockton Army Aviation Support Facility (AASF) in Stockton, CA. <br /> 5. Although regular monthly inspections were unavoidably missed under a contracted service it <br /> should be noted that no formal written letters were issued against the California Military <br /> Department for inspections missed by the overseeing regulatory agencies. <br /> 6.
