Waterloo Rd., Stockton Program: UST <br /> SUMMARY OF VIOLATIONS <br /> CLASS I, CLASS II, or MINOR-Notice to Comply) <br /> 118. The 91-octane and the diesel USTs are currently not being monitored by the existing INCON <br /> monitoring system as described on the monitoring plan. An amended operational permit was not <br /> obtained when the monitoring system was changed. The UST owner or operator shall notify the EHD <br /> within 30 days of any changes in the operation of the UST system. Immediately submit a permit <br /> application to the EHD for this change . An "Amended Permit Fee" applies. <br /> 119,120 & 317. The 91-octane and the diesel USTs have been found to be illegally abandoned since <br /> the two USTs were Red Tagged on July 20, 2011, and a Notice to Abate dated September 22, 2011 <br /> were served to you for illegal abandonment of the two UST systems. No person shall abandon an UST <br /> system without complying with the requirements of HSC 25298. Immediately obtain a permit from the <br /> EHD to remove this UST system, or a permit to temporarily close this UST system only if the USTs are <br /> to be reused within one year of closure. A "Failure to Obtain a Permit" penalty applies. <br /> 301. The 91-octane and the diesel UST systems are currently not being monitored to prevent <br /> unauthorized release. The underground storage tank system shall be operated to prevent unauthorized <br /> releases. Immediately begin operating UST system that will prevent unauthorized releases. <br /> 302 & 304. Unable to determine if annular sensors of the 91-octane and the diesel USTs detecting a <br /> leak from primary to secondary containment and activates an audible and visual alarm and, therefore, <br /> the two USTs are not monitored. The interstitial space shall be monitored with a monitoring system <br /> connected to an audible and visual alarm system. Immediately contact a properly licensed, trained, and <br /> certified contractor to verify if the monitoring system is capable of detecting a leak from primary to <br /> secondary containment and activating an audible and visual alarm under permit and inspection of the <br /> EHD. <br /> 303. Unable to determine if the 91-octane and the diesel sump sensors and the monitoring system were <br /> maintained to be able to detect a leak at the earliest opportunity. Monitoring equipment shall be <br /> maintained to be able to detect a leak at the earliest possible opportunity. Immediately contact EHD to <br /> schedule an inspection to verify the sensors are to thQ lowest point of the sump. <br /> 20.?
