During the field inspection it was observed that the test boots <br /> appeared completely sealed in the 87 product and 91 product lines in all UDCs.Any potential release from the <br /> primary containment into the secondary containment in the 87 product and 91 product piping does not flow into a <br /> UDC collection sump to detect a leak at the earliest opportunity. Immediately contact a properly licensed,trained, <br /> and certified contractor to ensure that any releases in the 87 product and 91 product piping flows into the nearest <br /> sump for a leak to be detected at the earliest possible opportunity. Ensure that all monitoring equipment is <br /> maintained to detect a leak at the earliest opportunity. <br /> This is a Class I violation. <br /> 307 CCR 2631(g), 2632(c)Monitoring system of the interstitial space of a double walled system not maintained. <br /> The 91 product and diesel product split tank annular sensor failed to come out of audible and visual alarm when <br /> tested and,therefore,the tank is not monitored. The interstitial space shall be monitored with a monitoring system <br /> connected to an audible and visual alarm system. The sensor was replaced and retested during the inspection. A <br /> "UST Retrofit Verification with Inspector Already Onsite"form has been completed and provided to the operator and <br /> contractor. <br /> This is a repeat violation, Class II. <br /> 318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gallons per hour leak at 10 pounds per square inch. <br /> The 87 product VMI line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of <br /> detecting a 3-gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it <br /> passed. <br /> This is a repeat violation, Class II. <br /> 320 CCR 2635, 2637.2,2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br /> prevention. <br /> Owners or operators of underground storage tanks that do not meet California Code of regulations,title 23 division <br /> 3, chapter 16 section 2635(c)(2)shall test overfill prevention equipment once by October 13th, 2018 and every 36 <br /> months thereafter; and within 30 days of the date of a repair.The site did not performed the testing by October 13th, <br /> 2018 however the service technician on site was able to conduct the overfill prevention equipment inspection today <br /> (12/11/18)while the inspector was on site. Ensure to conduct overfill prevention equipment inspection within the <br /> time frame provided by the regulation and submit test results within 30 days of performing the inspection. Ensure a <br /> 48 hour notification is provided to EHD prior to conducting the inspection. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection.
