FACILITY o, •
ADDRESS: 3300 Waterloo Road, Stockton
PHONE# 209-462-3107
Tank System: 2-10,000 gallon and 1-12,000 gallon Trusco double walled FRP tanks installed in 1993.
Tank Monitoring method: Continuous interstitial monitoring— Gilbarco EMC
The Gilbarco EMC continuously monitors the annular space between the primary and secondary tank
containment (model # 794380-420). The control unit is located inside the building and has audible and visual
alarms that alert store personnel when any liquid enters the annular space. When the alarms are activated,
personnel can verify from the control unit which sensor is in the alarm mode.
Piping System: Double wall fiberglass piping
Monitoring Method: Continuous interstitial monitoring
The secondary containment is continuously monitored for line leaks from the primary piping with a Gilbarco
EMC sump sensor (model # 794380-205) that will activate a visual and audible alarm at the control unit inside
the store and activate a positive shut down of the STP. Dispenser pans are monitored for leaks by floats
connected to chains that will shut down the dispenser in the event a leak is detected.
Persons responsible for doing the monitoring and maintenance of the equipment: The store manager
and store personnel are responsible for monitoring this equipment during operating hours. Nella Oil Company
approved service contractors that are certified to service this equipment maintain the tank and piping system.
All monitoring equipment is tested and certified annually.
Monitoring records: All equipment is inspected daily. Fuel inventory reconcilations are performed daily. Any
inventory variation exceeding allowable limits are reported immediately and an investigation is conducted to
determine the cause of the variance.
Training of store personnel: All employees are completely trained upon hire and refresher courses are
conducted on an ongoing basis. Employees are trained to notify NELLA Oil Company headquarters
immediately if the equipment fails or goes into alarm mode.
Response plan: If a leak occurs into the secondary containment of the tank or piping system, an approved
service contractor will be contacted to immediately repair the system and an approved NELLA OIL COMPANY
contractor using a vacuum truck will immediately remove any product leaked. The recovered product will be
placed in drums, properly labeled as hazardous waste and disposed of within 90 days to an approved
hazardous waste disposal facility. All hazardous waste removed shall be properly manifested and transported
by an approved hazardous waste hauler. NELLA OIL COMPANY personnel shall initiate this response plan.
San Joaquin County Department of Environmental Health shall be immediately notified of any release.
oy/
U
